ABOUT THE PROJECT
REvision 2010 worked with authorities and partners within sub-regions of the South
West. Its purpose was to facilitate the identification and then adoption of
sub-regional renewable electricity targets for 2010 that were in line with
the needs of the sub-region and the South West as a whole.
The project has been funded
by the Government Office for the South West (GOSW) in partnership with the SW Regional Assembly. It
was facilitated by a team based entirely in
the South West, with extensive experience of working on renewable energy
throughout the region. The team included Energy for Sustainable Development,
CSMA Consultants and the Centre for Sustainable Energy, and was
coordinated by Peter Capener, an independent consultant. Jeff Bishop of BDOR
Ltd, and Baker Associates provided support during the consultation
process and on planning issues as required.

CONSULTATION
A key part of the project has
been the delivery of consultation events in each sub
region during March and April of 2003. Each event received information on the accessible economic renewable
electricity resource by technology within the sub region. The events
then considered the positive and negative factors that would affect the
achievement of the accessible resource within the sub region by 2010.
The consultation sought views on the nature and the degree of impact
of the factors raised. The event dates were as follows:
25th March - Dorset, 27th March - Cornwall, 28th March - Devon, 31st March - Somerset, 1st April - Gloucestershire, 3rd April - Wiltshire, and 10th April - Former Avon.
Attendance was by invite in order to ensure a good cross section of
stakeholders. The focus at this stage of the consultation has been on people
who had a broad interest across the range of renewable technologies
rather than specific technology interests.
REGIONAL CONFERENCE 19th MAY 2003: The outputs from the sub regional events
were fed into the
development of a range of sub regional target scenarios, for further
consideration at a regional conference held on 19th May at Taunton Racecourse. Click

National Targets – Local Action
Climate change is
already having a significant impact within the South West (see separate Climate
Change Impacts section on this web site). There is increasing pressure
to combat its longer term effects by expanding renewable energy capacity.
National targets for renewable electricity are supported by an obligation
laid on all electricity suppliers to supply 10% of their electricity from
renewable sources by 2010. How the regions respond to new renewable energy
developments will be a critical factor in whether these targets are met or
not.
A regional assessment of
the potential for renewable electricity in the South West has been
undertaken and determined that the region should be able to achieve
11%–15% of electricity generation from renewable sources by 2010. To see
the Renewable Energy & Assessments Targets Report (February 2001) click here: Summary - Main Report
- Appendices (pdf files).

what this target might mean for the South West in terms of numbers of
projects click here: Regional
renewable electricity target: breakdown by technology (word document).
What does this mean at a local level? The South West provides many opportunities for developing renewable
energy. However, the landscape character of the South West also presents its own
constraints that must be taken into account. The development of renewable energy
can help many sectors in the South West that are currently under significant pressure – such as agriculture – to grow sustainably into the 21st century through enhanced economic
opportunities and community regeneration.
It is therefore essential for the region to be able to support the expansion of renewable
energy whilst still protecting the natural environment that makes the South
West unique.
